Dick Morris proposed a political plan for resolving the crisis in Iraq that seems to be our only hope right now. I don't believe that Iraq is ready for democracy. That's just a pipe dream. Let's come up with a better plan.

Here's one proposal slightly modified from the Morris position:

At the appropriate time after the handover to the Iraqis on June 30, the U.S. should withdraw from all major Iraqi cities and establish two or three significant military bases in the unincorporated parts of the country. The U.S. could then respond to any crisis within Iraq with air and/or ground power, as needed. The U.S. could allow the Iraqis to govern their country as they wish, as long they don't:

support terrorism of any kind in any manner
attempt to forcefully exert their will on any other country of the world
commit genocide on their own people
create, use or distribute WMD's
other notions TBD

If the Iraqis attempt to violate any of the above dictums, the U.S. military could quell the attempt quickly.

As Mr. Morris said, handle Iraq as we have handled Cuba since the missile crisis there. Allow the Iraqis to live under a government system of their choosing but don't allow them to propagate this system in any manner.

These ideas need to be refined but could be the start of a political resolution of the Iraqi crisis.
